COE ALUMNI NEWS - Victor S. Gavin, a 1985 graduate of North Carolina Agricultural and Technology State University

Victor S. Gavin, a 1985 graduate of North Carolina Agricultural and Technology State University, was promoted to the United States Navy’s Senior Executive Service (SES) in February 2007. SES members are the senior-most civilians in the military outside of the service secretariats. Mr. Gavin now serves as Team Submarine’s Technical Director where he is responsible for the development, integration, and delivery of the Submarine Force’s various combat systems.

Born and raised in Lumberton, North Carolina, Mr. Gavin is the oldest of Mr. and Mrs. Julius A. Gavin’s three children. Mr. Gavin attended North Carolina Agricultural and Technology State University and graduated with a Bachelor of Science Degree in Electrical Engineering in 1985. In 1996, he earned a Masters of Science Degree in Systems Engineering from Virginia Polytechnic Institute.

Mr. Gavin’s civilian service began in a cooperative education program between the Naval Underwater System Center (NUSC) and North Carolina A&T State University. After graduation he returned to NUSC to serve as systems engineer for submarine combat systems. Here he became a key participant in the development of the AN/BSY-1 Combat System.

From 1988 to 1996, Mr. Gavin served as the on-site government representative at Lockheed Martin in Manassas Virginia. As the leader of this multidiscipline organization, he provided the technical oversight necessary to deliver the combat system to twenty-three submarines.

Mr. Gavin joined the Naval Sea Services Command’s headquarters in 1996 as the Chief Engineer for the Submarine Acoustics Programs. He led the Navy’s efforts to migrate sonar systems development from a Military Specification environment to a Commercial Off the Shelf (COTS) environment as part of the Acoustic Rapid COTS Insertion Program (ARCI). In 2000, Mr. Gavin was selected as Assistant Program Manager for Submarine Acoustics where he established the business processes for acquiring COTS based systems.

In 2002, Mr. Gavin was assigned the Assistant Program Manager for Combat Systems development. He planned and managed the development of combat systems for every US submarine variant as well as for (6) Collins Class submarines of the Royal Australian Navy. He later became the first civilian Program Manager of the Combat System Program office.

As Technical Director, PEO Submarines, Mr. Gavin oversees all Submarine Combat Systems acquisition and Team Submarine directed Research and Development including the modernization of all in-service submarines (5 classes) and new construction (VIRGINIA Class) submarines under the Submarine Warfare Federated Tactical System (SWFTS) family of systems. Additionally, Mr. Gavin coordinates the integrated budget development for all Team Submarine programs.

Mr. Gavin is married to Ramona (Gerald) Gavin and has two children ages, 14 and 10. His awards include Navy Meritorious Civil Service Award, Navy Superior Civilian Service Award, and the Vice President Gore Hammer Award for Acquisition Streamlining.

Team Submarine is the United States Navy’s submarine research, development, acquisition, maintenance, and life-cycle support directorate. It consists of the four separate offices, Program Executive Office for Submarines, Deputy Director for Undersea Warfare, Deputy Director for Undersea Technology, and Commander Naval Undersea Warfare Center. Team Submarine is located in the historic Washington Navy Yard, Washington, DC.
